Safety Professional of the Year

The American Society of Safety Professionals Broken Top Chapter is proud to announce that Carl Halter was recognized as the chapter 2022-23 Safety Professional of the Year (SPY). Carl is a Regional Safety and Health Supervisor with SAIF corporation. A position he has held since coming to SAIF in 2005. He manages both the Eastern and Valley regional safety teams. The two regions stretch from the Oregon Coast to the Idaho border which makes it the largest geographical team and the one with the most consultants in the company. Carl holds the professional designations of  CPCU (Chartered Property Casualty Underwriter), ARM (Associate in Risk Management), and AIDA (Associate in Insurance Data Analytics).

He has filled the important role of committee member on the chapter’s (section at the time) first Bylaws Committee. This was a vital step in the formation of the section and without this initial guiding document the section would not have existed. He filled the roll again when the section was working to achieve chartered chapter status. Once again a vital step in the chapter’s journey to becoming the first chapter chartered by society since 2016, the first in the United States since 2012, and the first in Oregon since 1993. These efforts also contributed to our chapter receiving the 2020-21 Platinum Award in our first year of existence. This is the highest honor that a chapter can receive.

He is also involved with the Santiam Section of the Columbia-Willamette Chapter having served in a wide variety of positions. He is currently the Chair-Elect on the section’s executive committee.

Carl has also been very supportive of the COSHA Fall Conference and Mid Construction Summit in Central Oregon as well as the Blue Mountain Safety Conference in Northeast Oregon. He has staff that sit on the planning committees typically of these conferences and usually attends them himself. It is rare that Carl does not make all of these during the year. He also encourages staff to be presenters at these conferences and SAIF tends to have multiple speakers from the Eastern Region that present and support the conferences. He has also been a consistent volunteer at the National Association for Women in Construction in Salem Construction Career Day and the Oregon Governor’s Occupational Safety and Health Conference in the Portland. 

Carl’s supervisor Paula Jones (Regional Safety & Health Manager as well as the current Assistant Regional Vice-President for Awards and Honors for ASSP Region 1) stated that, “Carl deliberately meets every member of his team and extended team with transparency, empathy, and supportive leadership. The DecisionWise survey conducted in 2022 returned a 100% favorable rating for “My Supervisor” and an 100% favorable rating for “My Team.”  These results speak volumes about his leadership and reflect the very healthy team dynamics that he has worked to intentionally build.”
