Job Summary:

The Plant Safety Manager will develop, coordinate, and implement occupational health and safety policies and procedures to promote and ensure effective safety operations at the Norpac manufacturing plant located in Brooks, Oregon.

Duties/Responsibilities:

  • Collaborates with management and other plants within the company to develop, prepare, and implement safety policies and procedures.
  • Ensures compliance with federal, state, and local safety laws, regulations, codes, and rules.
  • Ensures completion of required OSHA recordkeeping and reporting.
  • Provides technical and administrative support to the safety committees.
  • Develop improvement in plant wide safety culture to drive improvement in safety record and reduction in accidents.
  • Identifies opportunities to minimize workplace injuries, accidents, and health problems.
  • Conducts employee training on applicable safety standards. Prepares and schedules training to cover emergency procedures, workplace safety, and other relevant topics.
  • Reviews safety training and recommends revisions, improvements, and updates.
  • Conducts safety inspections and audits to assess employee compliance with safety regulations.
  • Reviews accident and incident reports.
  • Inspects the facility to identify safety, health, and environmental risks.  Develops and implements inspection policies and procedures, and a schedule of routine inspections.
  • Follow up on and manage workman’s comp cases.
  • Lead improvements in the plant safety programs/culture through reductions in accident rates to meet plant goals using a continuous improvement mindset.

Required Skills/Abilities:

  • Extensive knowledge of safety policies and applicable Occupational Safety and Health Administration (OSHA) standards.
  • Lean manufacturing skills a plus.
  • Excellent written and verbal communication skills.
  • Excellent analytical and problem-solving skills.
  • Ability to conduct training including both individual and large groups.
  • Excellent organizational skills and attention to detail.
  • Strong leadership skills.
  • Proficient with Microsoft Office Suite or related software.
  • Bi-lingual English/Spanish preferred.

Education and Experience:

  • Bachelors degree in Health and Safety, Safety Engineering, or related field required.
  • At least three years of occupational health and safety experience in an industrial environment required (Five years of related experience preferred).

Physical Requirements:

  • Physically able to conduct inspections and carry equipment used for inspections.
  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift up to 25 pounds at a time.
  • Ability to travel throughout facilities as required to conduct safety inspections.

Salary range is: $85,000 – $100,000 a year

Responsibilities

The responsibilities of the Mid-Level position include:

• Evaluate the effectiveness of strategies to reduce risks. • Investigate accident/incident, near miss and follow up activities. • Provide advice and counsel from a safety, health, and regulation compliance standpoint. • Assist with facility safety committees, plant safety administrators, and other personnel in conducting pilot projects and other safety related initiatives. • Conduct and report statistical analysis and trends on the safety performance of the plant. • Establish and maintain an effective and pro-active monitoring and auditing system. • Provide support on occupational health and industrial hygiene issues. • Conduct safety training and education programs, and demonstrate the use of safety equipment. • Conduct new-employee health and safety orientations. • Prepare monthly safety reporting activities.

• Lead and facilitate the work of local safety committees and emergency response teams. • Consult and educate employees and management on application of laws, regulations and policies for safe work practices. • Develop safety and health risk assessments, job task analyses, ergonomics and body mechanic assessments. • Analyze hazards and potential risks to people, facilities or equipment in accordance with applicable local, state, federal regulations. • Implement processes, policies and procedures to minimize risk. • Provide expert advice and counsel from a safety, health and regulation compliance standpoint. • Inspect facilities, machinery, and safety equipment to identify and correct potential hazards and to ensure safety regulation compliance. • Investigate industrial accidents, or occupational diseases to determine causes and preventive measures. • Review all incidents and investigate a depth of detail commensurate with the actual or potential seriousness of the incident. • Review employee safety programs to determine their adequacy. • Conducts routine site audits of all equipment, materials, work practices, and procedures.

Requirements

Requirements of the Mid-Level position include:

• Bachelor’s Degree in Industrial Hygiene, Safety or a related field; or the equivalent combination of education and experience in industrial safety or electrical work. • A minimum of three years’ experience in Industrial Health, Safety, Electrical Distribution or a related field. • Proficient knowledge of rules, regulations, policies, procedures, and practices; applicable federal, state, and local governmental laws regulations, and OSHA standards. • Excellent communication and interpersonal skills including ability to consult and resolve internal or external customer issues which may be sensitive in nature. • Ability to work with all organizational levels including people with different styles and backgrounds and ability to work as a member of a team. • Ability to develop alternatives, standards, or practices within defined areas. • Proficient with the use of personal computers including spreadsheet, database, word processing, and presentation applications. • Analysis, assessment and investigation skills to determine recommendations or plans of action. • Travel may be required. • Valid driver license and clean driving record.

In addition, the requirements of the Sr. Level position include: • A minimum of five years of experience in Industrial Health, Safety, Electrical Distribution, or a related field. • Expert knowledge of program and contract administration rules, regulations, policies, procedures and practices; applicable federal, state, and local governmental laws and regulations and OSHA standards. • Ability to develop alternatives, standards or practices within defined areas but for which are ambiguous or unprecedented. • Program, practice or policy management and development skills. • Ability to present alternatives and recommendations.

Job Duties Include

  • Identify, evaluate and coordinate with management and safety leads, implementation of new methods and approaches to accelerate safety improvement.
  • Provide management and leadership in safety loss prevention.
  • Provide leadership recommendation for safety activities.
  • Develops corrective action strategies.
  • Manages investigations conducted due to serious injuries, OSHA requirements, or other considerations.

  • Partner with farm and dairy Safety Leads to manage, verify, coordinate and update safety program requirements and ensure compliance with all applicable federal, state and local legislation and codes related to health and safety.
  • Develop and enforce process, procedure and documentation around employee health and safety issues.
  • Collect, analyze and report safety data collected through first reports of injury, monthly safety reports, workers compensation reports and various other reports.
  • Coordinate and prepare various reports for state, federal and insurance carrier requests as required.
  • Maintain and update the employee health and safety manual.
  • Research, develop, and coordinate safety training for all personnel in compliance with federal, state, local and company safety procedures using a variety of training methods.
